Harper Government Connects Western Canadian Businesses With Shipbuilding Opportunities

VANCOUVER, BRITISH COLUMBIA--(Marketwire -05/23/12)- Today the Honourable Lynne Yelich, Minister of State for Western Economic Diversification, and Andrew Saxton, Member of Parliament for North Vancouver and Parliamentary Secretary to the President of the Treasury Board and for Western Economic Diversification, opened the Western Canadian Shipbuilding Summit, outlining the Harper Government's continuing support for Western Canada's shipbuilding industry.

Western Economic Diversification Canada (WD) and Seaspan Marine Corporation partnered to host this event, which allowed western Canadian SMEs to learn about the National Shipbuilding Procurement Strategy and the business opportunities available to the West, and to Canada.

The summit allowed nearly 600 business representatives from the West and all across Canada to establish valuable business connections in the shipbuilding industry and to connect with Seaspan Marine Corporation and Irving Shipbuilding, the prime contractors under NSPS.

Western Canadian Shipbuilding Summit

The Western Canadian Shipbuilding Summit, hosted by Western Economic Diversification Canada (WD) and Seaspan Marine Corporation on May 23, 2012 in Vancouver, brings together small- and medium-sized enterprises (SMEs) with key stakeholders of the National Shipbuilding Procurement Strategy (NSPS).

The summit provides western Canadian SMEs the opportunity to connect with key shipbuilding players, while allowing a sharing of information on key elements of the NSPS and the opportunities it presents for Western Canada's shipbuilding industry. The summit includes presentations by Seaspan Marine Corporation, Irving Shipbuilding, WD, NSPS Secretariat, the Shipbuilding Association of Canada, Industry Canada, Lloyds Registry of Canada, among others, and concludes with a networking reception.

This event marks an important step in the implementation of the Harper Government's 30-year, $33 billion National Shipbuilding Procurement Strategy. Economic Action Plan 2012 highlighted Western Canada's Shipbuilding Action Plan, which will support western businesses in taking advantage of the opportunities presented by the Strategy.

What is Western Canada's Shipbuilding Action Plan?

As outlined in Economic Action Plan 2012, Western Canada's Shipbuilding Action Plan will:

The National Shipbuilding Procurement Strategy's selection of the two shipyards represents the largest procurement sourcing arrangement in Canadian history. Irving Shipbuilding Inc. has been selected to build the combat vessel work package, and Seaspan's Vancouver Shipyards Co. Ltd. has been selected to build the non-combat vessel work package. The Strategy is expected to create thousands of high-value jobs across the country and will have significant economic benefits in shipbuilding and related industries across Canada. An Investment From the Government of Canada Creates Opportunities for the Use of Agricultural Biomass

SAINT-ALEXIS-DE-MONTCALM, QUEBEC--(Marketwire -02/27/12)- Thanks to an investment by the Canadian government, Canadian producers will have access to new business opportunities for agricultural biomass. Today, the Honourable Christian Paradis, Minister of Industry and Minister of State (Agriculture), announced an investment of up to $126,400 in Biofour Inc., through the Canadian Agricultural Adaptation Program (CAAP), to test an incinerator for agricultural biomass combustion.

"This project offers producers new opportunities and will generate positive economic benefits while reducing both greenhouse gas emissions and the contamination of the water table and soil," said Minister Paradis. "The marketing of this technology in other industries could generate an interesting diversification of the sector. The green economy is creating jobs and shows promise for the entire country."

Biofour Inc. will use this investment to test a boiler incinerator that burns biomasses other than those derived from forest products. The goal is to verify its effectiveness and its economic value in the sector's daily applications. This trial will attempt to evaluate the energy potential of various biomasses. The project will supply a poultry house and will allow for use of the incinerator in a heating network supplied by crop residues and poultry litter.

This project will have a positive impact on the agricultural sector by giving producers new ways to profit from agricultural residues, either by marketing their raw materials in organized markets or by acquiring an oven and reclaiming the residues.

"These funds will help support our efforts to develop technologies that add value to agricultural and agri-food residual materials," said Marilou Cyr, Director of Marketing, Communications and Business Development at Biofour Inc. Government purchases: A good market for Maine small business - Bangor Daily News

As our nation and state work to move out of a recession, many businesses are identifying new markets for goods and services.

We live in a global marketplace, with opportunities to sell goods, products and services to China, India, Eastern Europe and other expanding markets. However, in order to really compete in that arena there needs to be knowledge of exporting systems, tariffs and an awareness of distinct cultural differences. Instead, Maine businesses should consider the real, immediate opportunities on our own shores with one of the country’s largest consumers — the U.S. government.

Based on the most recent data from www.fedspending.org, fiscal year 2010 provided federal contracts nationwide in excess of $500 billion. In Maine, federal contract obligations were in excess of $1.6 billion to more than 700 contractors. Approximately 20 percent of those were awarded as the result of full and open competition, meaning that our Maine businesses were competing with the rest of the country and winning.

Further, federal contract obligations in excess of $1.3 billion were awarded to more than 300 Maine contractors who work on projects in our state and across the country. Twelve percent were awarded as the result of full and open competition — proof that this market provides opportunity for Maine businesses to diversify their market base and provides opportunities for growth and additional awards.

So, how does a business learn about the government marketplace? How do you find out what’s being asked for and how are bids and proposals developed?

Fortunately, Maine is part of a nationwide network of Procurement Technical Assistance Centers, or PTACs. The statewide Maine PTAC program is financially supported by the Maine Department of Economic and Community Development, the U.S Department of Defense and Eastern Maine Development Corporation. The program currently has offices and experienced counselors located in Augusta, Saco, Bath, Portland and Bangor. Maine PTAC also works in partnership with Androscoggin Council of Governments in Auburn and Northern Maine Development Corporation in Caribou.

The PTAC counselors work with Maine companies interested in selling products and services to local, state or federal government agencies, either as prime contractors or subcontractors. PTAC services are provided to a wide range of businesses, from professional service providers like architectural and engineering firms to manufacturers and suppliers.

In 2010, Maine PTAC worked with more than 600 Maine-based businesses. In turn, these businesses reported sales in excess of $194.8 million in goods and services from government awards. A total of $81.2 million of those reported awards came from subcontracts.

Business quality certification encouraged by government

Finance Minister Tonio Fenech during his visit to St Anthony Woodworks.Quality certification could increase international business opportunities for local enterprises and the new Quality scheme could allow businesses to be refunded for expenses incurred after investing in certification.

Finance Minister Tonio Fenech today launched the new scheme which is EU funded and could allow small and medium enterprises to invest and expand.

“The initiative created by the government and the Malta Enterprise aims to provide incentives for businesses to expand, improve, create employment opportunities and contribute to strengthening economic stability,” Fenech said.

Fenech explained that this would allow local enterprises to equally compete on an international level to export local products.

Visiting St Anthony Woodworks in Mosta, one of the enterprises to benefit from the government scheme, Fenech said the company proved how beneficial the scheme could be.

“Upon entering the EU, the furniture manufacturing industry was expected to be at greatest risk due to the increased availability of international furniture. St Anthony Woodworks contradicted this and invested, using the ERDF scheme, to expand, successfully improve its efficiency and product,” Fenech said.

Chairman of the Malta Enterprise Alan Camilleri said that through the Quality programme, enterprises could benefit from a 150% deduction from taxable income of the value of their approved investment.

“This means business owners can be refunded up to half of the amount invested in the enterprise. The scheme is not only available for the manufacturing sector and different certificates are available,” Camilleri said.

The scheme is also applicable for those companies who want a license to franchise and those exercising due diligence to get the license to participate in a particular market.

The ME chairman also said that advisory services would also be provided by Malta Enterprise which would allocate consultants to different companies.

The eligible costs of up to €20,000 include consultancy and training expenses, and costs of auditing or verification of certification.

Among others, companies can be eligible for Quality assistance when gaining certifications and quality marks such as ISO 9001:2008, ISO 14001, ISO 22000, MS1500:2004, Hazard Analysis Critical and Control Point (HACCP), BSI Kitemark and the CE Mark.

St Anthony Woodworks is one of the local companies which has already taken the initiative and achieved the ISO 9001:2008 quality certification after implementing several procedures for quality administration.

The company’s accounts and administration executive, Brian Zammit said: “Our products are all for the local market and although we were faced with challenges when entering the EU, the Malta Enterprise ERDF grant scheme has improved our services and efficiency.”

With every new machine purchased for the company, Zammit said in-house training was provided for different persons to operate each machine.

Zammit added that the company was MSA certified for quality management and while it was not easy to achieve, the investment and certification improved their business opportunities.

To date, 570 business owners have collectively benefited from €35 million provided by industry aid schemes co-financed by the EU funds for regional development and almost €80 million has been invested by owners for new projects.
